Another critical bug was discovered during the testing, and core devs have decided to descope FIP-0070 from nv21 upgrade. Calibration testnet requires to perform another patch upgrade so to deploy the newly scoped v12 actor bundle to the network for community to perform further testing, before it's deployed to mainnet production.

The patch upgrade is scheduled at epoch 1108174, which falls on 2023-11-21T13:00:00Z.
